CITIC Pacific’s involvement with Hong Kong’s traffic tunnels began in the 1980s, when we participated in build-operate-transfer arrangements for the Eastern and Western Harbour Crossings. When the BOT arrangements ended, we continued to support Hong Kong’s tunnels through our subsidiary, Pacific Infrastructure, under management-operation-maintenance agreements. Today, Pacific Infrastructure is one of Hong Kong’s major tunnel operators. It manages the Central-Wan Chai Bypass, Western Harbour Crossing, Eastern Harbour Crossing and Tate’s Cairn Tunnel.

Traffic Management

Our smart surveillance system operates inside our tunnels 24/7, enabling real-time traffic flow monitoring, traffic control, travel alert issuance and other measures to ensure a safe and efficient tunnel passage.

Electromechanical Maintenance

Our specialised electromechanical team have adopted a comprehensive management system that encompasses routine inspections, regular maintenance and emergency repairs of the tunnel lighting, ventilation, drainage and communications. This allows our tunnel electromechanical systems to operate smoothly throughout the year.

Structural Maintenance

A set of standardized maintenance protocols have been established to ensure the proactive identification of potential risks and timely repairs, with a focus on three crucial tunnel structural components: tunnel walls, road surfaces and firefighting facilities. The approach allows us to eliminate safety concerns in advance and ensures the tunnels’ long-term functioning.

Emergency Response

A 24-hour emergency response team stands by ready to respond to emergencies such as traffic accidents and equipment failures, ensuring every incident is handled swiftly and professionally.

Marathon

Pacific Infrastructure has long served as a key partner in Hong Kong’s marathon events, consistently providing essential routes for major marathon competitions. Each year, we commit the Western Harbour Crossing for the prestigious Standard Chartered Hong Kong Marathon, the Central-Wan Chai Bypass Tunnel and the Eastern Harbour Crossing for the Hong Kong Streetathon. Pacific Infrastructure implements a tailored traffic arrangement plan for each marathon event based on its race route, meanwhile ensuring tunnels are thoroughly cleaned and well-ventilated to allow runners achieve their best performance.
